Special use permit applications requested in June 2022 were filed for property off of Green River Rd. Separate from the Cabin Creek Rd. commercial rezoning topic, this application requested approval for “Ride Rock Creek RV Park & Outdoor Recreation.” View application here.
Presented plans included a 20 space RV complex, amphitheater and stage, “outdoor adventure center,” 181 parking spaces, and mountain biking trails.

With the support of the Green River community, neighbors adjoining the property hired legal counsel and presented concerns to the Henderson County Zoning Board of Adjustment. The board gave continuance for neighbors to gather more information regarding the impact of this commercial enterprise

Following the meeting, the developer’s attorney notified the county that the proposed property had an existing forestry management plan qualifying it for “bona fide farm purpose” and was therefore exempt from county zoning regulation. It was proposed that biking activities could take place under the broad definition of “agritourism” and the “rural activities.” The county agreed.

Revised plans focus on the recreation trails of the property. The 157 space parking lot, amphitheater, new commercial buildings, and “formal RV park” are currently removed from site maps. Trail development is progressing with the aid of a $71,000 capital project grant awarded by the Henderson County Tourism Development Authority.
Neighbors hope that the property’s future will be cohesive with the rural landscape and lifestyle. “I want to try to reassure the community and the neighbors,” the owner told the Hendersonville Lightning, “I want them to feel good about it.”
Cabin Creek Road Commercial Rezoning
In March 2022, a developer submitted a traditional rezoning request to Henderson County for 48. 17 acres on Cabin Creek Road to be changed from Residential Two Rural to a Community Commercial District.
The traditional rezone process is a “yes” or “no” decision that does not require the developer to submit plans. Anything presented by the developer during this process was not conditional or binding.
Community reaction was swift and clear – the introduction of commercial zoning in the heart of rural/residential, conservation, and agricultural property is inappropriate and threatens to irreversibly alter the landscape and lifestyle of our community.

The application was withdrawn before being heard by the Planning Board and has not reappeared on a county agenda. Rezoning requests must move through the Technical Review Committee to the Planning Board and finally to public hearing with the Board of Commissioners.
